Not to be "argumentative" but . . . considering that most operating system
installs are going to be larger than 4GB, the "exFAT" option seems like the
just fine decision for the base formatting.  Of course if you are going to
try an install on the drive then you will be formatting it via the
installer to something like "ext4" or what have you.  Then the "exFAT v
FAT32" decision is . . . somewhat "moot."  It something that obviously can
easily be changed or re-done, numerous times in the life of the drive.

It depends how you want to use it. Maybe you want

- to store data at home
- to move data between several computers
- to test Lubuntu
- to install Lubuntu
- to run Lubuntu persistent live
- ...
