The numbering system Heringman uses is Minkoff’s, quite simply an incremental numerical list of the pieces in the order in which they appear in the manuscript. I’ll send you scans of the Minkoff index off-list. I stand corrected. Goeran Crona contributed a lot concerning Siena on this list, but Jason Kortis is the one who copied the stuff with Fronimo and made it French. As always: First check Sarge Gerbode's massive archive! :) Sarge has typeset a great many editions by various people and also done a lot of stuff himself, like the Cavalcanti Lute Book (great Neapolitan resource with texts!). What is IIRC? Sorry, but I do not use Fronimo (Apple computer). Dick Hoban's anthology is what inspired me to try finding more of the Siena book. They are very nice pieces, and not a terrible challenge for me.
