GPG Key Retrieval Instructions on Website

LyX Developers,

For those not familiar with GPG signing and verification, the section on
the website Download page (https://www.lyx.org/Download) could benefit from
some additional instructions.  For example, if one naively runs the command
given, they may receive:

> gpg --recv-keys FE66471B43559707AFDAD955DE7A44FAC7FB382D
gpg: no keyserver known (use option --keyserver)
gpg: keyserver receive failed: Syntax error in URI

It may be good to show the command sequence to set this up to avoid such an
issue.
