One tool which is working for me is qt5ct (debian has package of the same name) and it's settings are used if you have environment variable set to QT_QPA_PLATFORMTHEME=qt5ct. Normally I use only the mouse-wheel there, so I wasn't even aware of the arrows. Just for another data point, I'm not seeing this here. I'm using KDE on Fedora 38. I do not get arrows at all, just a scrollbar. It might have something to do with the Qt theme?
