Rather than that, you should select from Document > Settings > Fonts:
LaTeX font encoding "custom" and add "T4,T1" (this order) to the input
widget.

The problem here is that, as opposed to other packages, fontenc can be
loaded multiple times, and each time, the last encoding in the list is
made the active one. Classic thesis loads fontenc with option T1, so
that's the active one at document start (which is correct, else you
would get incorrect fonts for the English/German text).
If you want to use the symbols from the fc package, you need to locally
activate the T4 encoding, e.g.
{\fontencoding{T4}\selectfont\m{D}}
You can define a macro to make it less cumbersome, e.g.
\newcommand*\tf[1]{\bgroup\fontencoding{T4}\selectfont#1\egroup}
then you can use
\tf{\m{D}}
instead.
