The toolbars remain for me (tried with the Fonts toolbar on El Capitan, LyX 
2.2.1). Have you tried to remove the preferences file (in ~Library/Preferences/ 
)

One more question. To install Lyx, I must first install the GPG
signature file? What is the utility of this file ?

No, but you need to allow Mac OS to install programs that are not from the 
Apple Store in System Preferences > General > Allow Apps downloaded from:. 
Chose Anywhere, install Lyx and then select what you like to have as your 
standard security level.

OK please keep the discussion on the list then (because I do not know
how to debug for Windows). I would consider user an older version until
2.2.2 is released (in a few weeks) and then trying that version, which
contains many bug fixes.

I CC Uwe, our main developer on Windows. He is very busy but might have
some advice for how you should proceed.

Elisabeth,

As a first check, please open a command shell and run the command 
'kpsewhich article.cls' (without the quotes). It should respond with the 
path to the basic article class in your MiKTeX installation. If it just 
returns to the command prompt with no output, that will indicate a 
problem with MiKTeX.
