Thanks John, but, after reconfigure, that doesn't seem to work.

 *  johwhi@johwhi:~/.lyx/layouts$ ls

The modules seem to be in ~/.lyx/packages.lst or ~/.lyx/styFiles.lst and I
don't know
how to edit those files. At least I don't see them anywhere else.vOnly thing
in ~.lyx/
layouts is soul.module.
Perhaps I will have to break down and read the instructions. I use 2.3.2 on
Debian
stretch 64 bit.

With the 2.3.2-2 win installer provided by Riki on my windows 10

I think it was a chain of unfortunate circumstances. The provided bib

First, there is no problem with using a .bib file parked in the same
directory as the .lyx file.

Second, Daniel and John are correct about the malformed bibliography
file, and Daniel's corrected version works properly.

Third, there's a mismatch between the citation style specified in
Document > Settings... > Bibliography (Natbib author-year) and the
bibliography style specified in the bibliography inset (plain). Change
the latter to plainnat and you should be in business.

Please start lyx as you do normally. The hint was in this respect.

The parameter '-help' shows output on console, but does not start lyx. Since
the console output is not working
for you, you don't see anything.

I think the first thing you need to try is adding the Natbibapa
module. It is not there in the MWE that you sent.

Re the Biblio.bib file. I am no expert but I have never seen so many \
in a bib file. For example at the end of an entry I see
\}\
\

where I would expect }.

Have a look at the attached bibtest.bib file vs your Biblio.bib to see
what I mean. I got the bibtest.bib file to work with your .lyx file
after installing the Natbibapa module. See the attached
Bib.example.lyx and check settings as I may have made another change
and not documented it.

Though I am not Jürgen, I believe you can put it in your user directory
