I mailed the same idea, but I checked here and found that
these commands didn't work (report class, plain bibtex style).
However the direct TeX instructions:
\hyphenpenalty=1\exhyphenpenalty=1\relax
taken fron the Companion work fine.
I supect that the bibliogrphy environment kills the sloppy
commands. Any clue ?
