The lecture notes style is given by the llncs.cls class. If that is the one you 
want to use, then LyX includes already a layout.
The svjour3.cls class is for journals. The layout that you created should work (if I am not wrong). Be sure that you reconfigure LyX to 
have the layout available.

article (Springer LNCS) ?

It is there in both 1.5.7 and 1.6.0.
