Well, it depends. Do you really need combine Chinese, Russian, Arabic, and
European characters in one document? If yes, then you're out of luck. If
you use just characters covered by some 8859-? page, then you can make your
own format and make conversion from normal LaTeX into this your new format
(i.e., LaTeX in UTF-8). You will probably have to also use sed to fix
\usepackage{inputenc} settings etc. If this doesn't make sense to you, then
do not bother, it is probably over your head.
