OK I found the issue and it's working right now. I still have a couple more
versions to get to current.

The reason I'm bothering with this is Dreamhost wants me on a new version
or they're going to charge me $5 a month to sell me long term support for
PHP 7.4, whatever that means. It's not like I ever use them for mediawiki
support. If I can get PHP to 8.1 then I can avoid that.

I am working on upgrades as I have compatibility issues with the version of
PHP that Dreamhost wants me on.

It was going well but I'm having a problem when I got to 1.31. I'll let you
all know when it's up again.
