There are a few times when restarting vo is the best solution. I will get 
headings turn into gobbled gook some times and command f5 command f5 fixes it 
all the time. If command r reload page doesn't work, that's my second avenue of 
solution attempts.  Third is quitting and restarting safari.

Sometimes I think that happens if the page is down, or maybe I'm thinking of 
the empty html area thing that happens as well.

I have not had that happen in a while but the next time it does try restarting 
voice over and seeing what happens.
