We don't always meet this goal (apache can't be installed with apache2; php4 can't be installed with php5...) but we should. At the moment I don't think theres many people, besides myself, who are interested in a geos-3.0.0 port so I think the best thing to do is keep the geos port at 2.2.3 and find a way to get basemap to work with the latest geos version.
