Apple provides the bandwidth and the servers and pays someone (now me) to 
manage them and keep them running. Some of the people who main ports are also 
employed by Apple. Other port maintainers might be compensated by their own 
employers for working on MacPorts. Most port maintainers and MacPorts 
developers are working on MacPorts on a volunteer basis.
