Aaargh,
Didn't even notice the DNS errors, that should have been a clue.

I did eventually get php55 upgraded but ran into another issue.
phpmyadmin appears to require php5 to be installed and won't re-install
after updating to php55

# port install phpmyadmin
---  Computing dependencies for phpmyadmin
---  Dependencies to be installed: php5-gd php5-mbstring php5-mcrypt
php5-mysql php5-zip

---  Configuring php5-gd
Error: php5-gd 5.3.28 requires PHP 5.3.28 but you have PHP 5.5.10.
Error: org.macports.configure for port php5-gd returned: incompatible
PHP installation

Error: Failed to install php5-gd
Please see the log file for port php5-gd for details:
/opt/local/var/macports/logs/_opt_local_var_macports_sources_rsync.macports.org_release_tarballs_ports_php_php5-gd/php5-gd/main.log
Error: The following dependencies were not installed: php5-gd

phpmyadmin has a few variants, which only set this dependency you’ve hit.

$ port variants phpmyadmin
Warning: xcodebuild exists but failed to execute
phpmyadmin has the variants:
[+]php5: Use php5
   php53: Use php53
   php54: Use php54
   php55: Use php55

Hi Greg,

I've run into the same issue, but it turns out a PHP5.5-compatible version
of phpmyadmin is very easy to install without MacPorts. You download and
unzip the package from http://www.phpmyadmin.net/home_page/downloads.php
into a folder in your web server documents directory, then follow these
instructions: http://wiki.phpmyadmin.net/pma/Quick_Install

No compiling required.

No compiling would be required in any case, since phpmyadmin is not compiled
software; it’s just files copied into place.

But as was already said, examine the available variants of phpymadmin and use
the one(s) corresponding to the version(s) of php you want to use.

I tried to do a simple port upgrade php5 since I was very behind and

So have you visited that webpage and inspected the downloaded file to see
why you received HTML instead of a tarfile?

You might visit this fetch target in you web browser and check result:
http://jm.php.net/get/php-5.3.28.tar.bz2/from/this/mirror?dummy=

On my system there is no ip for jm.php.net:
$ dig +noall +short +time=2 jm.php.net
$ dig +noall +short +time=2 us1.php.net
php-mirror.nexcess.net.
208.69.120.58

You can try downloading the php5 distfiles from a different mirror:
$ sudo port clean --dist php5
$ sudo curl http://us1.php.net/distributions/php-5.3.28.tar.bz2 -o
/opt/local/var/macports/distfiles/php5/php-5.3.28.tar.bz2
$ sudo port -v checksum php5
$ sudo port install php5
