How to open an App from an unknown developer in Ventura

Hello,
I am running Ventura 13.6.3 on my 1997 iMac.
I want to run an App from an unidentified developer. IN the past I could go to 
my gateway settings and choose from App store or from identified developer or 
App store or open anyway. The option to open anyway is no longer there.
So how can I open such an App using VoiceOver?I am confident that the App is OK.

I haven’t seen one of these for a while, easiest thing to do is to turn off 
your network. But that point the page  can’t go out and reload. And you can 
close all of your Safari windows. it can also help if you have the develop menu 
in safari available to Turn off JavaScript there.  is a shortcut key to do that 
but I never remember it might be command shift J.
