This is correct, but to answer the other part of the question: no, no speech 
here. It's too early, and the Mac has no disk from which to run any kind of 
speech. At least, that's how I think of it, though I'm sure Apple could fix 
this if they really wanted to. Don't forget you can select this in System 
Preferences before you restart. At least, I think you can. I've never had 
occasion to try it for real.

Yes. While booting, hold the option key to bring up target disk mode. Left 
arrow once to select the startup disk and press enter. If all goes well it 
should boot. Hth.

in some modes there's a limited version of Voiceover. Is this one of them?
