 Yes you can and in fact we use Macs here all the time to do just that.
 The best way is to use OpenOffice with the odt2dtbook plugin. That
 will export a DTBook XML file which can be used with the Daisy
 Pipeline software to generate the finished book. The next release of
 the plugin will eliminate the need to use DAISY Pipeline and will
 export a finished DAISY book.

Well you could do it by hand but it would be very difficult to do. It  
would require understanding teh DAISY specification very well indeed.

Is their currently any way of reading material say from Vision  
Australia's I-Access service? I know you need a special client to  
download the stuff but once the material is on your Mac...

Either Olearia or Emerson will read these on a Mac.

Olearia, developed here and at Curtin University can be found at 
http://www.cucat.org/projects/olearia/

Emerson is a cross platform player in Java which is VoiceOVer  
compatible it can be found athttp://code.google.com/p/emerson-reader/
