Apparently there is not a shortcut for the VoiceOver Recognition category.

When in the VoiceOver Utility, you can find the Speech category, by interacting 
with the Utility Categories table, and navigating to Speech.  Once Speech has 
been located/selected, stop interacting with the table, and VO + right arrow 
into the Speech setting area.

As an alternative, when in the VoiceOver Utility, pressing CMD + 3, will select 
the Speech category.

Yes, I understand if you press vo+number 8 this might simulate f8.  I’ve not 
got a mac with a touchbar but i’ve seen posts here to this effect.  Please 
correct me if I’m wrong.  If it doesn’t work, try to add fn key to the 
combination.

Fazil,
I also have the touch strip. I just used the VO+k keyboard help to identify the 
location of f5, f8, and f12. I then used a small adhesive dot just above each 
location to help me orient when I wanted to use the function keys. Works just 
fine.

your setup.  Interact with it with vo+shift+down arrow, find the edit button.  
Press it & this should open the window where you can configure your voice.  You 
may have to at some point expand the dialog so listen out for the item which 
says collapsed.  Press vo+spacebar on it to expand it.  Now as you move through 
the dialog you can adjust the various parameters.  You need to choose the same 
voice for system voice, keyboard voice, etc.  This should help you.  You need 
to press ok button at the end of the dialog to save the changes.
