This is not the way it should work. My computer is much older than yours, and 
so does not have a touchID power button. I suggest that you go into system 
settings and turn off and back on touchID and see if that helps solve your 
issue.  I have found that sometimes I am not having arrow keys perform right 
after sleep and I need to restart VoiceOver.

a while, pressing arrow-keys several times and touching the power-button used 
to start VoiceOver and awake the computer to fully functional state.

Since Montray, however, VoiceOver doesn’t come up and the computer does not

power button. VoiceOver starts only when I enter my password. The computer
