Well, T-Mobile tried this at one point and I think still has it in place.  When 
you hear about Binge on where people can stream unlimited video from certain 
sites, they down convert the signal if this feature is enabled.  Then there was 
a time they charged $25 extra for HD but I think that met resistance and went 
away or at least is less talked about now.  As an interesting point also, 
T-Mobile just increased from 28 to 32 megabytes the amount where they make the 
cut for throttling so they increased the bandwidth available.
I think it’s likely any company will throttle traffic on busy towers, 
that’s not unreasonable but down converting video I think will hit people the 
wrong way.

I was just about to write something to that effect.

I had a bad experience with T-Mobile years ago, so have avoided it assiduously. 
 But this, along with the info Scot has shared re network expansion, ismaking 
me think about giving them another go.

They just lost a bunch of customers to  att , t-mobile and sprint. All those 
customers are going to be those switchers that t-mobile has been targeting 
lately . Now they have even more bullets in their firing armor.
