There isn't really an answer here.

El capitan is the only one you can give if you don't like the vo changes and 
the only way vo has really changed is some of the key presses have changed!

Personally I have no trouble with sierra or high sierra and as yet have only 
got Mojave on one machine and that was an update last night to a mac book pro I 
have OS server running on.

So far I've got no issues with it.

A word of warning for those of you who need to use Greek language on your mac.  
High Sierra had broken the Greek language so that instead of reading text it 
spells it out letter by letter. So I’d say, if you need to use Greek as one of 
your languages, do not go higher than Sierra.
