Go into the Voiceover Utility, then in the file menu, you'll find an option 
to reset.

Just to confirm, you would like to reset voiceover for the Mac, correct?
If so, under VoiceOver utilities, you need to go to the file menu, and under I 
believe the option should be, reset all preferences. If somebody else can 
confirm that, and correct me if need be, please? Otherwise, that's only way 
that I know how to reset voiceover on Mac. If you're talking about the iPhone, 
however, I'm not sure that you can resend voiceover.
