Either way, VoiceOver only reads a single item that is in the VO cursor.
This is not the same as Read By Word.

The voiceOver W command did change from Mojave to Catalina along with the rotor 
commands.
In every version of VoiceOver Macintosh before Catalina, VO-W is used to say 
word. 
In current MacOS versions it is "Read Visible text". Still not quite sure how 
this is different from VO-A "Read the contents of the VoiceOver cursor".
