Yes. Mine does. It has a 4G modem, but there's no SIM card installed, so 
it's effectively WIFI only.

Yes.  As long as both devices are on the same wifi network, and signed into the 
same AppleID account, your iPad should be able to receive calls made to your 
iPhone.
 
On the iPhone, go to, Settings > Cellular, or Settings > Phone, and select 
Calls on Other Devices.  Then select your iPad from the "Allow Calls On" device 
list.
 
You may also need to do something in FaceTime settings on your iPad to allow 
the iPad to receive calls.  I don’t have my iPad nearby, so I am not able to 
verify this.
