I think you can drag and drop using voiceover.

you have to add the samples to something like the radio layout under sound 
effects and then assign the samples to different notes on the screen.

yes you can drag and drop with voiceover but the problem is voiceover doesn’t 
talk once you turn on the musical typing keyboard because then what ever 
instrument sound that you may be on in the browser plays on the keys.
