I would say that: 1) it is a bug that the desktop clock does not track the either the "home city" or "destination city". 2) It is a bug that the time zone files are missing. Maybe someone tried to fix https://maemo.org/bugzilla/show_bug.cgi?id=225 and did not do it completely. I don't know, as discussed on maemo-devel the bug reports currently are a one way communication channel and I have no idea what the state of this bug is.
