Make links within description text clickable.

Escape HTML tags of description field for old (before upgrade) values
as we are now allowing 'safe' display of description content

It is known that under Windows the %e modifier of strftime
function is problematic. Modifier %l is also problematic and
must be replced with %#I so that format_date will work under
Windows.

  When you add a comment as anonymous user, i.e. someone who is not
  logged in, you need to provide your name first and then see a comment
  text field (see screenshot). That text field doesn't have a label, but
  I think it should have one so it's clear what it is for.

  It is also a required field. Thus marking it as "Comment*" would be
  good.

Actual Result: Even if we have changed the drop down to tags it is defaulting 
to Title, Description
Expected Result: It should display whatever selected from the drop down

  The patch mentioned there does not allow for group administrators to
  be alerted when a comment is modified from private to public with
  activate comments & comment moderation turned on for the page

  To test:
  get patch from https://bugs.launchpad.net/mahara/+bug/1171310 (if not already 
merged into master)

  1. Create a Group and make a page for it - take note of the url for the page
  2. Make the page accessible to the public, and activate comments & comment 
moderation for the page (this is all under the Sharing tab)
  3. Log in as a user not in the group and go to the page
  4. Place a comment on the Page, making sure to untick the "Make public" box 
so that the comment is private.
  5. Click the "edit" icon next to the newly created comment.
  6. On the edit page, tick the "Make public" box, and click Save.

  Expected result: The comment's status should be "This comment is
  private | You have requested that this comment be made public" and
  that the administrator of the group gets an email.

  Outcome: no email to group administrator

  Since we're adding temp table support (see
  https://bugs.launchpad.net/mahara/+bug/1180624 ), there's a bug in
  ADOdb that I encountered while working on Moodle, where the postgres
  driver uses pg_tables instead of information_schema.tables, leading to
  multiple simultaneous DB sessions incorrectly seeing one another's
  temp tables.

  I reported the bug to ADOdb a couple of years back, and it's been
  fixed since then, so we should upgrade to the latest version in order
  to incorporate that fix.

different (see screenshot). Apparently, the values in the CSS are
correct and removing the picker overlay didn't resolve the problem.

  view" block in Mahara 15.10), displays both your own and other
  people's pages. This is confusing and suggests to a number of users
  that other people can see their pages. We should only display other
  people's pages esp. since there is the "My portfolios" block in which
  one's own pages and collections are displayed.

Title:
  No comment modification notification for group view

Status in Mahara:

Bug description:
  Following on from  https://bugs.launchpad.net/mahara/+bug/1171310

  The patch mentioned there does not allow for group administrators to
  be alerted when a comment is modified from private to public with
  activate comments & comment moderation turned on for the page

  To test:
  get patch from https://bugs.launchpad.net/mahara/+bug/1171310 (if not already 
merged into master)

  1. Create a Group and make a page for it - take note of the url for the page
  2. Make the page accessible to the public, and activate comments & comment 
moderation for the page (this is all under the Sharing tab)
  3. Log in as a user not in the group and go to the page
  4. Place a comment on the Page, making sure to untick the "Make public" box 
so that the comment is private.
  5. Click the "edit" icon next to the newly created comment.
  6. On the edit page, tick the "Make public" box, and click Save.

  Expected result: The comment's status should be "This comment is
  private | You have requested that this comment be made public" and
  that the administrator of the group gets an email.

  Outcome: no email to group administrator
