Title:
  Login form requires Javascript

Bug description:
  The login form requires javascript to be enabled, yet this should be
  the case. With some small code hacking to remove the js form and
  disable js I can still login fine.

  The js wrapper to the login form is meant to check whether cookies are
  enabled, but it seems that it doesn't do that...

  Message displayed to the user if js is disabled is
   'Your browser does not have javascript enabled for this site. Mahara 
requires javascript to be enabled before you can log in'

  I would recommend removing the dependency on javascript for login,
  make the assumtion that cookies are enabled (if they aren't the user
  will quickly find out! as they will have to relogin after every page).

Maybe at the very least we could scroll to the alert message on choosing
the note radio button because at the moment it lives above the editor
and selecting another note lives below the editor and so the alert

  Can it be made more prominent, e.g. via a pop-up window? Is it
  possible to link "Make a copy" still within a pop-up or would we have
  to think of a different solution?

  institution but always display the default logo even when the custom

  passwords.

  Robert pointed out that this script should end any current sessions
  for the user. The idea is that, if their password needs to be reset
  because their account has been hacked, then we should kick out any
  remaining sessions that are logged-in, because the attacker could use
  those to re-reset their password.

  Behat isn't clearing a text box before it inputs new text. However it
  is still passing it. It just fails when it you run a following step
  "And I should see" because it cant see the text.

  I've attached a test for you to see this. It is at the adding user first name 
and last name where it's not adding the correct name.
  The test will still pass because the display name is what it is seeing.

  For that matter, it would also be good if the inbox notification for
  feedback on watched pages could also indicate this in some way. But
  with the current inbox design, it would not be easy to add that.

  We should only export big archiving when server is not busy but we
  should be able to do small exports at any time.

  So we need to work out before an export begins approximately how big
  it is going to be and record that in the export_queue table.

  Currently in htdocs/export/lib.php (line 625) there is the following:

  
 // Get an estimate of how big the unzipped export file would be
  // so we can check that we have enough disk space for it
  $space = $exporter->is_diskspace_available();

  So we can take the value of $space and make a decision on it and bail
  out if $space is big and server is busy. Something like:

  The upgrade script for that commit creates it as a NULLable column,
  while the install.xml for it creates it as a NOT NULL column.

  So this results in some schema drift for sites that were created prior
  to Mahara 1.4. There may also be a bug caused during 1.8.1 to 15.04.3
  upgrades, due to this.

To Test:

Have a user that has made some friends and have some pending friendships
(where other users are trying to befriend that user)

On the Group -> My friends page you should be able to filter by friends
/ pending.

Before patch: no change when using filter
After patch: should be able to display pending only and/or current only

Around line 391 of init.php we check if site is closed for
upgrade/maintenance mode and if so we logout the user and redirect them
to homepage if not doing install/upgrade.

Where we check $USER->is_logged_in() on line 396 we could also check if
the auth instance is an external vs internal auth type and reply with
the correct HTTP response and/or json object saying access is not
available if external auth type before logging them out and redirecting
to hompage.

  SAML metadata page  /auth/saml/sp/metadata.php shouldn't redirect to
  main page when a site is in maintenance mode. Ideally, it should send
  503 HTTP response to let systems who read the metadata know, that the
  file is not accessible.

If I remember correctly we wanted to keep the reference in admin
interface to alert mahara admin that they need to talk to sysadmin about
why the file has gone away - as this could happen when dataroot is on a
different server/partition and it's going away was a mistake/temporary.

So we need to have some sort of mechanism to be able to choose / delete
rows from the list where we prompt 'are you sure' for lines that still
have the archive but no prompt if the underlying file has gone away.
