I suspect the issue is that your users are sending multipart/alternative
messages and your collapse_alternatives setting is Yes. Either that or
you don't have text/html in pass_mime_types.
You need at least
multipart
text/plain
text/html
in pass_mime_types and collapse_alternatives = No.
