You need to do this with bin/withlist. See

If it requires "new" subscribers to be moderated and not existing
subscribers then perhaps : 

http://SERVER/mailman/admin/LISTNAME/privacy/sender

"By default, should new list member postings be moderated?"

is set to "Yes"


If all subscribers have to be moderated then perhaps :

http://SERVER/mailman/admin/LISTNAME/general

"Emergency moderation of all list traffic."

Is set to "Yes"

[Mailman-Users] Moderator bit

I have a set my site to default all new members of any list to be
moderated. One list wants it set off by default and has manually
switched each subscriber's mod bit to off. But it still requires the
subcribers messages to be aproved. Whats going on with that?

[Mailman-Users] moderator bit

With Mailman 2.1.3 on a FreeBSD 4.8 system, python 2.2.2, any lists I create are set 
to have the moderator bit off be default. I can change the bit to "moderator on" but 
even after doing that, the membership page changes back to "moderator off".

Is this a feature or some bug?
