It is enabled by having an entry in transport_maps that identifies a 'mailman' transport for serving a domain and having an entry in master.cf that defines the 'mailman' transport as a pipe to the mailman_to_postfix.py script. See the comments at the beginning of the mailman_to_postfix.py script.
