I handle this fairly easily by making my digest size 30kb, and my maximum message size 20kb. If someone comments to an entire digest then it'll be larger than the maximum message size and so it will be held for review. Stripmime (http://www.phred.org/~alex/stripmime.html) has some commented out code that attempts to detect large quoted sections and trim them if they run over 50 lines.
