I'm not seeing the problem...

$ host IRONINGENUITY.COM

You can't stop a domain owner from pointing a resource record at you.

After the expiration grace period the domain will go into quarantine and it
will no longer resolve. By the time it becomes available for registration
again, all historical data (DNS, registration data etc.) will be gone.

All you can do is refuse services for the domain.
