Going to the source of truth, 
https://datatracker.ietf.org/doc/html/rfc2183#section-2 says:

>Content-Disposition is an optional header field. In its absence, the
>MUA may use whatever presentation method it deems suitable.



As Verizon probably wants their emailed MMS to be shown in a certain
way, it makes sense they consider a bug if their gateway failed to
include that header, you generally want a consistent rendering on all
devices. Not the end of the world IMHO, though. (Still, good they moved
to fix their issues)

Just reported, thought I would post here..

"We've recently come across an issue whereby Verizon's vtext service was
sending MMS/images to user emails without a 'Content-Disposition'
header. "

Now, curious as to people's perspective on the requirement to use that 
header.. some email clients will render it even though that header is 
missing, and other ones absolutely will not render it, or see it as a 
valid attachment.
