I agree that is how it looks to you ...
... but only because Hotmail can see the mail/spam sent by other services 
on that IP and you cannot.
It is an *IP* block; it *has* to lump mail from all servers on that IP 
together.


From my perspective it seems entirely reasonable to treat a shared 
hosting server similarly to a residential IP that could

switch next time one of the customers makes a DHCP request ...

If you don't have a fixed IP address with rdns and rwhois listing you as
responsible, you should send your outgoing email via someone who does.

The Email reputation on Talos is Good.  All of the surrounding IPs are
either Good or Neutral.  I don't have any control over the surrounding IP's
either.

This IP address -  191.101.16.96 - is a shared hosting server.  Shared
Hosting, if you're not familiar with it, takes a server and hosts many
different websites across different VirtualHosts (with the glorification of
HTTP v1.1 and SNI).  And as a result we also have many different domain
names that send out mail from this IP.  Can I vouch for all of the accounts
on the server and say that they aren't sending out spam?  No, I really
can't.  But I can tell you that I'll do everything possible to identify and
remove any spam sources on the server.  We have spamming events on
different servers from time to time.  Most of these are tied almost
exclusively to people using really stupid passwords.  But typically if a
spamming event happens, it's going to show up through multiple blacklists
(SpamHaus, Spamcop, etc), Sender Score, Proofpoint, etc.  I'm not seeing
that with this IP address now.  Could something have slipped through the
cracks?  Sure... anything's possible.  That's why I need Hotmail's help...
tell me why you think this IP is sending you spam... then I can take
measures to identify that source and resolve it.  If I never know why
Hotmail (and thus far, only hotmail.com, live.com, outlook.com, and
msn.com email
addresses are having issues) then how am I suppose to identify the source
of the issue?  From my perspective this looks more like Hotmail being

Now, I've always had trouble with the captcha on this form - it always takes a

a  v or a V?).  But I'm thinking the error is different when it kicks it out 
because of captcha.  At any rate, I've tried filling out the captcha a couple 
of dozen times to no avail.

Is there a better way to dispute a Hotmail IP block?  It would also be 
IMMENSELY helpful if they could ever tell me why Hotmail is blocking an IP.  
The same song and dance of: submit form, wait 3 days, be told it doesn't 
qualify for remediation, reply back, wait 3 days, and then finally be told that 
it qualifies for conditional mitigation.
