Have you tried Gisutils?

It claims to be able to handle ungen data but I cannot vouch for it.

does anyone know of a piece of software that will
build ArcInfo ungenerate (ASCII text) files into
polygon or line files.

I seem to recall that FME by Safe software did
something along these lines or could be set up to do
something similar
