This is what I sent Georges earlier. I hope it is helpful for someone.
Follow the step below to split a polygon:
1) Make the layer that contains the polygon editable.
2) Select the polygon and choose Set Target from the Objects menu.
3) Draw another polygon that will split the original polygon in the correct
place.
4) Select the newly drawn polygon and choose Split from the Objects menu.
5) Select the appropriate field from the box that pops up or select no data
and click ok.
6) You now have a split polygon. Delete the second polygon that you used
to split the original polygon.

MapInfo. MapLogix lets you use lines or polylines for splitting
polygons.
