Two options
1. Translating Fedora website content into local language. I remember
earlier few people were doing it. Need to talk with localization team for
it.
2. About Fedora 22, normally with announcement we provide nice content,
even if we simply translate those that can be very helpful. Since you
already have good relations with local newspaper, they can pick up that
content .
