I am rather convinced that Marx himself conceived of primitive
accumulation as a historical phase which more or less ended when and
where capitalist forms of production became dominant. Why else would he
have stated that at the time of his writing, primitive accumulation had
been more or less accomplished in Western Europe? 6 I am not opposed to
re-interpretations which endeavor to make use of the analytical concept
of primitive accumulation in order to grasp continual processes of
expropriation as well as the extension of market structures into spheres
of life heretofore outside the realm of competition. 7 Instead, my
critique focuses on the assumption that the constitution of labor
relations through direct violence and constraint is only prevalent at
the fringes of capitalism, and that this will be overcome when the
rationality of capitalist economic relations becomes dominant.

Just like proponents of capitalism, Marx, Engels, and Marxists have
maintained that the forceful constraint of laborers is a hindrance to
any strategy which aims at furthering the productivity of labor. If
there was, indeed, slavery to be found in the epoch of capitalism, then
this had to be conceived of as an alternative to capitalist production,
albeit an alternative that was historically outdated and hence doomed to
disappear. Marcel van der Linden and Karl Heinz Roth have recently
labeled this a Eurocentric conception of the history of capitalism. 8 I
would rather point to the fact that – with very few exceptions – it is
not economic rationality that effects the end of forced labor. Instead,
historical analysis of the concrete functioning of capitalism reveals
that the end of the many different forms of direct violence in labor
relations has usually been achieved by the application of state power,
hence by political struggle. Capitalism has correctly been termed a
“political-economic” system. In what follows I will try to explain why
this should be taken much more seriously than has hitherto been the case.

Let us start out with the results of recent historical research on the
history of wage labor in England. In contrast to developments on the
continent, English laborers were legally free to sell their capacity to
labor at a very early stage. However, until the mid-1870s – definitely
long after the beginning of industrial capitalism in England – they were
not legally free to end their contract at will. If they did so and their
employer went to court, they had to expect a sentence in prison. Upon
their arrival they were officially welcomed with a flogging, and during
their stay many experienced forced labor in a treadmill. In his
important work on the history of voluntary wage labor Robert J.
Steinfeld is very firm in his rejection of any functional explanation of
the persistent use of state violence to leave the duration of contracts
to the will of employers. 9 He concludes that “what we call ‘free labor’
is defined essentially by the moral and political judgment that penal
sanctions… should not be permitted to enforce ‘voluntary’ labor agreements.”

I think for a short period of time (in the 1920s??), the South African
Communist Party adopted a slogan, "Workers Unite and Fight for a White
South Africa" --- this was in partial reaction to the Smuts government
shooting down striking white miners ---

(don't know when they changed their "line" certainly they did after
1948 but probably sooner )

In my follow-up commentary on the El Paso killer’s manifesto, someone
took issue to my pointing out that the German Communist Party adapted to
fascist ideology in the early 1920s. I had called attention to Karl
Radek’s eulogy to Albert Schlageter, a member of the Freikorps—the
rightwing militia that killed Rosa Luxemburg and Karl Liebknecht.
Additionally, I referred to a speech by Ruth Fischer that contained
anti-Semitic rhetoric, designed to appeal to fascists in a mass meeting.

In comment #7 at
https://louisproyect.org/2019/08/04/understanding-the-el-paso-killers-manifesto-in-context/#comments,
he wrote:

Radek was never a “National Bolshevik”. In the early 20’s his views
reflected the official policy of the Communist International, which he
represented in Germany.

When I responded that his comment omitted any reference to Ruth
Fischer’s anti-Semitic demagogy, he dismissed her as having nothing to
do with Radek in another comment: “Ruth Fischer was always a ultra-left
windbag.”

The problem, however, is that Karl Radek and Ruth Fischer had a history
together. As Comintern emissary, Radek endorsed the policies of the
ultraleft leadership that had been responsible for the 1921 March Action
that was an ultraleft fiasco. Two years later, a new leadership had
replaced Fischer but a new tendency had developed that was just as
misguided as the earlier ultraleft adventurism—an adaptation to German
nationalism that historian Werner Angress calls the “Schlageter Line” in
chapter 11 of “Stillborn Revolution: the Communist Bid for Power in
Germany, 1921-1923”. Developed during the United Front period, a
correction of the earlier ultraleft strategy, it hoped to exploit the
nationalism that was gestating in Germany during the 1920s as a result
of the Allies punishing treaty.

LRB, Vol. 41 No. 15 · 1 August 2019
White Power
by Thomas Meaney

Bring the War Home: The White Power Movement and Paramilitary America by
Kathleen Belew

Harvard, 330 pp, £23.95, April 2018, ISBN 978 0 674 28607 8

Revolutionaries for the Right: Anti-Communist Internationalism and
Paramilitary Warfare in the Cold War by Kyle Burke

North Carolina, 337 pp, June 2018, ISBN 978 1 4696 4073 0

In the spring of 1975, as America’s war in Vietnam drew to its grim
conclusion, a new magazine targeted readers who did not want it to end.
Soldier of Fortune was founded by Robert K. Brown, a former Green Beret
based in Boulder, Colorado, who made the profitable discovery that his
publication could double as an employment agency for mercenaries and a
weaponry catalogue. The magazine’s classified ads offered an eclectic
menu of ‘professional adventure’. You could enlist in Portugal’s war
against anti-colonial guerrillas in Mozambique or sign up for the sultan
of Oman’s counterinsurgency against the communist Dhofar rebellion. More
sedentary readers could buy a ‘Free Cambodia’ T-shirt, donate to an
anti-Sandinista relief fund, support the search for POWs, stock up on
Confederate paraphernalia, get a TEC-9 assault pistol, hire a hitman or
order dynamite by the truckload.

The popularity of a magazine like this, which at the height of its
circulation in the early 1980s had 190,000 subscribers, testifies to the
global reach of the paramilitary American right. You could learn more
about certain corners of the world from its pages than you could from
the Economist. Soldier of Fortune featured ‘participant’ despatches from
unofficial war zones, interviews with European colonial rogues, and a
sense of drama that cast the US as the last bulwark against the
communist tide. Confederate ‘lost cause’ pathos alternated with a
buoyant sense of America’s chosenness.

Brown himself led death squads in El Salvador and tours with the
mujahideen in Afghanistan. By the late 1970s, American mercenaries were
advertising their services in Rhodesian phonebooks. Twenty years later,
a handful were serving in Croatian nationalist battalions in the
Yugoslav wars, with underground American white power organisations
promoting wider recruitment – and seeking out and funding East German
neo-Nazis. More recently, some 15 American freelancers have joined
gonzo-fascist Ukrainian units in the Donbass to fight ‘Putin’s
communists’, though others see the Russian president as a knight for the
white power cause.

For more than a century, anti-communism was a reliable binding agent on
the American right. Disparate factions, from tax protesters and
libertarians to fundamentalist Christians, from anti-abortion activists
to the Ku Klux Klan and white power terror cells, could share a common
enemy. For much of the 20th century, the struggles against communism and
black progress were close to indistinguishable. In the late 1930s, local
law enforcement waged war on the Alabama Communist Party and the 12,000
black members of the Sharecroppers Union; in the 1970s, right-wing US
politicians actively supported white supremacist Rhodesia and South
Africa against anti-colonial insurgencies, which were simultaneously
demonised as black uprisings bent on white submission and as communist
movements in hock to the Soviet Union. When Dylann Roof murdered nine
black Christians in Charleston, South Carolina in 2015, he demonstrated
the continuing overlap between white power at home and pro-colonial
anti-communism abroad: in his profiles online he could be seen proudly
displaying Rhodesian military regalia.

For the wider American conservative movement, white power may have been
a useful dog off the leash when it came to unofficially fighting
far-flung communist insurgencies, but it has also been a liability.
Faced with the reality of a multiracial America, the mainstream
Republican Party has mostly been wary of making explicit appeals to
white identity, much less white power. The dozens of American right-wing
paramilitary groups that started appearing in the 1970s and 1980s – from
the Aryan Nations and White Aryan Resistance to the Brüder Schweigen and
the Phineas Priesthood – have been treated as aberrant outgrowths by
Republican lawmakers: it helps that the hardcore white power movement in
America has no more than 25,000 active members. But the type of
free-market creed that most mainstream conservatives espouse has long
been reconcilable with white nativist priorities. The Canadian historian
Quinn Slobodian has recently labelled this apparent ideological mongrel
‘xenophobic libertarianism’,

Louis, don't bother. It's just another Trotskyist pretend thing. Their big
jump was the Kshama Sawant election which propelled them to be an org of
1000+ with a sitting activist Councilmember.

Kshama is a serious force, a person of character with a great deal of
charisma, and I can only say she deserves much better than SAlt. They have
frittered away most of what they once had. We will know tonight after the
first ballots are counted how she will come out of the primary, but I would
be astonished if she didn't get 1st or 2nd and advance to the general in
Nov. Some people are starting to come around her campaign and remember this
is a city council primary so the electorate is not necessarily riveted.
She's running a pretty excellent campaign.

You can, IMO, judge how well SAlt was able to integrate this new thousand
people by assessing their leadership: in the wake of this ten-fold growth,
their national leadership expanded by exactly one person, Kshama. It is a
case of having a tiger by the tail. I hope she can survive them but we all
know how sects inoculate their members, although as an office holder K is
almost uniquely among Trotskyists subject to the reality of the world. It
keeps you sharp.
