Capital has an Internationale and it is going fascist: time for an
international of the global popular classes

William I. Robinson
https://doi.org/10.1080/14747731.2019.1654706

Published online: 27 Aug 2019.S

William I. Robinson, Department of Sociology, University of California
at Santa Barbara, Santa Barbara, CA, USA

ABSTRACT

Global capitalism is approaching a general crisis of capitalist rule. It
is urgent to renovate a popular revolutionary project and refound the
state if we are to combat the onslaught of the neo-fascist right. Amin’s
call for a new Internationale is a timely move in that direction,
notwithstanding the many challenges of organizing such an
Internationale. Developing an umbrella program must engage political and
theoretical debate on the nature of the new global capitalism, learn
from the failures of Syriza in Greece and the Pink Tide in Latin
America, and reconceive the three-way relationship between states,
parties, and social movements.  The  downward  mobility  and
destabilization of working classes in the former First World and the
destruction of the old labor aristocracies provides the recruiting
grounds for 21st century fascism but also new opportunities for
transnational North-South solidarities. A new Internationale must
identify and prioritize the class antagonisms within and across
countries and regions over core-periphery or Global North-South
contradictions.

US political opinion against China has two solid bases. The first is the
longstanding racist and protectionist sentiment in the white working class;
the second is a more recent anxiety about China’s economic prowess in
America’s ruling elite. This article notes some historical aspects of
anti-Chinese racism in the white working class, part of a wider racial
prejudice that persists today, and also examines the more contemporary
aspects of the worries that China gives America by looking at the example
of Huawei, China’s flagship telecommunications and electronics company.
Anyone paying attention to President Trump’s tweets to his domestic
audience will be aware that there is a close connection between the two
issues. . .

I think the headline is a bit over-excited and I notice that the article
itself makes no such claim. There is some interesting stuff in there
though. Ihumatao is an important struggle in New Zealand at the moment and
if I were living in Auckland I would definitely be actively supporting it.
The writer is correct to link it back to the Bastion Point occupation and
Te Whiti o Rongomai's occupation of Parihaka. There is long and honourable
tradition of land occupations and other land struggles in this country.
Interestingly Pania Newton is calling for the Ihumatao land to become a
public reserve, which has made it difficult for racists to complain about
it.

I think the anti-Jacinda Ardern rhetoric is a bit over the top too. She was
an intern under Tony Blair and I have no illusions in her whatsoever. But
to claim she "avoided" the Ihumatao issue by going to visit the New Zealand
Empire abroad is hyperbolic. She went to Tokelau, a New Zealand
protectorate north of Samoa on a visit that had been planned long before
the escalation occurred at Ihumatao. She's the first NZ PM to bother to
visit there in years, probably in part because her father is the High
Commissioner there. Ironically the opposition National Party have levelled
the same criticism at her. She sent three Maori members of her Labour led
coalition to meet the occupiers and said she was initially leaving the
issue in their hands. I think she should have gone when she returned but it
would only have been symbolic. Incidentally, Tokelau does not have a
majority in favour of independence from New Zealand and it is a tiny
collection of atolls at severe risk of inundation due to sea level rise.
Nevertheless Ardern has kept the option of independence open. Furthermore,
Tokelau'ans are New Zealand citizens by birth and therefore do not need a
visa to enter the country. Independence could be a negative move for them
if their country disappears beneath the waves and they no longer have the
automatic right to come here because they relinquished their citizenship.

Five years ago, the vice president Alvaro Garcia Linera challenged
Bolivian agro-industrialists to expand the agricultural frontier by one
million hectares (3,860 square miles, or two-thirds of Connecticut) per
year. That target figure has been reached, but with lands devastated by
fire, not productive agricultural lands.

Textbooks have been slow to incorporate black humanity in their slavery
narratives. And they still have a long way to go.

Textbooks have long remained a battleground in which the humanity and
status of black Americans have been contested. Pedagogy has always been
preeminently political.

(So both Blackstone and Blackrock are involved with deforestation in the
Amazon rainforest.)

LARRY FINK, the influential chief executive of BlackRock, which manages
more than $6 trillion in investments, wants the public to know that he
is using his enormous power to press companies to “serve a social
purpose.” Fink — a Democratic donor who reportedly promised to help Joe
Biden get elected president — wrote to businesses his firm invests in
last year to urge them to consider their “impact on the environment” and
the threat of climate change.

We should play close attention to the downward spiral of Italy's Five
Star Movement (5SM), if nothing else because it is the organisational
template for the Brexit Party. And its crises clearly demonstrate the
limits of such an incoherent, poorly rooted formation. Let's first of
all recall the trajectory.

[Marxism] The Hitler-Stalin pact, Reconsidered | Louis Proyect: The Unrepentant Marxist

On August 26th, an article titled “The Hitler-Stalin Pact of August 23,
1939: Myth and Reality” appeared on CounterPunch. It made many useful
points about the right of the USSR to conclude a non-aggression pact
with any capitalist nation in light of the invasion that nearly
destroyed it in the early 1920s. While Cold War scholarship, including
its most recent incarnation in a book like Timothy Snyder’s Bloodlands,
tries to draw parallels between Stalin and Hitler as totalitarian
monsters, it was in the interest of humanity to preserve what was
progressive about Soviet society despite the clique that ruled from the top.

In an article titled “The USSR in War”, written just after the
Hitler-Stalin pact was concluded, Leon Trotsky laid out the differences
between the two rulers succinctly: “Right now Hitler is the ally and
friend of Stalin; but should Hitler, with the aid of Stalin, come out
victorious on the Western Front, he would on the morrow turn his guns
against the USSR. Finally Chamberlain, too, in similar circumstances
would act no differently from Hitler.”

Unfortunately, Pauwels’s article is an expression of the neo-Stalinist
apology for the Soviet Union’s external policy and does not take into
account the negative aspects of Stalin’s policy in Europe that helped
Hitler and ruined the Communist movement. Also, it shows all the
shortcomings of a purely geopolitical analysis of the contradictions of
the international policy of capitalist-imperialist and Stalinist countries.

(Unbelievable. Underground nuclear bombs were used for fracking.)

In all there were three big nuclear explosions in the Colorado Basin:
Project Gas Buggy, Project Rio Blanco (in the Piceance where Craig did
his survey work) and Project Rulison. Rulison was the last major episode
in the Atoms for Peace program. The peace in question wasn’t a cooling
of the tensions between the US and the Soviet Union, but between two
even more entrenched rivals: the nuclear industry and the oil companies,
then locked in fierce combat over which sector would control America’s
energy future. The AEC wanted to prove that a few well-placed nuclear
bombs could strategically rearrange the geology of the Earth’s the crust
in such a way as to release deeply buried and once untappable reservoirs
of oil and gas.

In this article, I take issue with (eco-)socialists who embrace an
ecological critique of growth under capitalism, but remain supportive or
agnostic of the prospects for socialist growth. First, I argue that
economic growth is ecologically unsustainable—whether it is capitalist
or socialist does not make a difference. Second, I claim that economic
growth rests to a large extent on exploitation. While it is logically
possible to have non-exploitative socialist growth, in practice it is
unlikely. Third, socialist policies are likely to have a negative effect

on growth. A transition to socialism is a transition beyond growth.
