Criminalization of child labour (especially self-directed child labour) and
the abolition of its necessity are completely separate issues. If children
have to work to survive, the state should allow them to do so without
harassment, allow their unionization as has happened in many places, and so
forth.

The second correct measure taken was to acknowledge that after the age of
10 to 13, depending on the cultural context and the individual, nobody is a
child, but a teenager. Teenagers *want to* slowly grow into their role as
full members of society, and that means at least being able to work. Of
course it is problematic for a child to have to work more than a given part
of the week (say, 15-20 hours). That, however, has very little to do with
the law in question.

My question is if anyone can confirm the news.
Several sources pop up when using different search engines, but I've failed
to locate official information on the matter.

The latest news from the Bolivian government on this are the president's
intent to raise the minimum work age and the meeting with the union of
child workers, that rejected that idea.

Nonetheless, there's a very serious social problem when the children meet
with the president of a state and tell him they need to work to support
their families.

Well, first of all the "Bolivarian Revolution" is a Venezuelan concept.
Bolivia is not as enamoured of Bolívar, who took a dim view of the country's
indigenous majority.

The original draft of the legislation would have banned child labour below
the age of 16, as I recall. But in Bolivia there are still many young
people, male and female, who are forced to work in the informal economy for
their survival. 

Some are well organized; an example is the shoeshine kids (lustrabotas) who
even have their own newspaper:

the hundreds of kids who demonstrated at the legislature in December against
the age threshold in the legislation. The scandal was not the draft bill but
the police repression of their demonstration, which attracted a lot of
protest in various social sectors and the media.

The bill was then amended, on the recommendation of some of those same
social sectors (including peasant families), lowering the age of eligibility
for paid labour. Note the qualification: "as long as it does not interfere
with their education and is done independently to help the child's family
make ends meet."

This issue also has to be analyzed in the context of many other programs and
initiatives tending toward reducing the need for child and adolescent labour
and promoting educational opportunities. For example, Bolivia, one of the
poorest countries in the hemisphere, provides free education at all levels,
including university.
