ಬಗ್ಗೆ ಯೋಚಿಸಿದ್ದಾರೆ. ಯಾವ ಶಿಕ್ಷಕನೂ ಇಂದು ನೆಮ್ಮದಿಯ ಮನೋಭಾವದಲ್ಲಿ ಮಕ್ಕಳಿಗೆ ಕಲಿಸಿ,
ತೃಪ್ತಿಯಿಂದ ಮನೆಗೆ ಬರುವ ವಾತಾವರಣ ಇಲ್ಲ.

ಘನತೆಯ, ಆತ್ಮತೃಪ್ತಿಯ ಮಹೋನ್ನತ ಸ್ಥಾನ ಎಂದು ನಂಬಿಕೊಂಡು ಶಿಕ್ಷಕ ವೃತ್ತಿಗೆ ಸೇರಿದ ಒಬ್ಬ
ಶಿಕ್ಷಕರ ಅನುಭವ ಕೇಳಿ. ತಾನು ಕೆಲಸ ಮಾಡುವ ಶಾಲೆಯಿಂದ ಮತ್ತೊಂದು ಶಾಲೆಗೆ ವರ್ಗಾವಣೆಗೊಂಡು
ಈ ಮೇಷ್ಟ್ರು, ಹೊಸ ಶಾಲೆಗೆ ಬಂದ ಮೊದಲ ದಿನವೇ ಬಿಇಒ ಅವರಿಂದ ತೊಂದರೆ ಎದುರಿಸಬೇಕಾಯಿತು.
‘ಚಾಲನಾ ಆದೇಶಪತ್ರ’ ಕೊಡಲು ದುಡ್ಡು ಕೇಳಿದಾಗ ಮೇಷ್ಟ್ರು ಹೌಹಾರಿದ್ದರು.

ಕ್ಷೇತ್ರ ಶಿಕ್ಷಣಾಧಿಕಾರಿ ಜೇಬಿಗೇ ಕೈಯಿಟ್ಟು ಇದ್ದುದೆಲ್ಲವನ್ನೂ ಕಸಿದುಕೊಂಡಾಗ
ಅಸಹಾಯಕತೆಯಿಂದ ಒದ್ದಾಡುವ ಸ್ಥಿತಿ ಆ ಶಿಕ್ಷಕರದು. ‘ಅದು ತೀರಾ ಒಬ್ಬಂಟಿತನ ಅನುಭವಿಸಿದ
ದಿನ. ಹೆತ್ತವರಿಂದ ತುಂಬಾ ದೂರ ಬಂದುಬಿಟ್ಟಿದ್ದೆ. ಕನಿಷ್ಠ ವಿಶ್ವಾಸದಿಂದ ಮಾತನಾಡಿಸಲೂ
ಯಾರೂ ಇರಲಿಲ್ಲ. ನನ್ನ ಮೈಮೇಲೆ ಬಿದ್ದ ಮನುಷ್ಯನಿಗೆ ನಾನು ಏನೂ ಹೇಳದ ಸ್ಥಿತಿಯಲ್ಲಿದ್ದೆ.
ಮುಂದಿನ ಎರಡು ದಿನ ತುತ್ತು ಅನ್ನಕ್ಕೂ ಪರದಾಡಿದ್ದೆ’ ಎನ್ನುವಾಗ ಮೇಷ್ಟ್ರ ಮಾತುಗಳಲ್ಲಿ
ವಿಷಾದ ಸುಳಿದುಹೋಗುತ್ತದೆ.

ತೇಜೋವಧೆ ಮತ್ತು ಲಂಚಾವತಾರ
ಅಧಿಕಾರ ಎನ್ನುವುದು ವ್ಯವಸ್ಥೆಯ ಸತ್ವವನ್ನು ಹೆಚ್ಚಿಸುವ ಪೋಷಕಾಂಶವಾಗಬೇಕು. ಕೆಳಸ್ತರದ
ನೌಕರರ ಆತ್ಮವಿಶ್ವಾಸವನ್ನು ಹೆಚ್ಚಿಸಿ, ಕಾರ್ಯಸಾಧನೆಗೆ ಪ್ರೇರಣೆಯಾಗಬೇಕು. ಆದರೆ, ಶಿಕ್ಷಣ
ಇಲಾಖೆಯಲ್ಲಿ ಅಧಿಕಾರ ಎನ್ನುವುದು ದರ್ಪದ ಹಾಗೂ ಶಿಕ್ಷಕರ ತೇಜೋವಧೆ ಮಾಡುವ ಮಾರ್ಗವಾಗಿದೆ.

ಮಾರ್ಗದರ್ಶನ ಆಗಬೇಕಿದ್ದ ಅಧಿಕಾರ, ‘ತಪಾಸಣೆ’ ಎನ್ನುವ ಪೊಲೀಸ್ ಪರಿಭಾಷೆಯನ್ನು
ರೂಢಿಸಿಕೊಂಡಿದೆ. ಈ ತಪಾಸಣೆ ಎನ್ನುವುದು ‘ಶಾಲೆಯಲ್ಲಿ ಇರುವವರೆಲ್ಲ ಈಗಾಗಲೇ ತಪ್ಪು
ಮಾಡಿದ್ದಾರೆ, ಅವರನ್ನು ಶಿಕ್ಷಿಸಲೇಬೇಕು ಎಂಬ ಪೂರ್ವಕಲ್ಪಿತ ಧೋರಣೆಯೊಂದಿಗೆ ಶಾಲೆಯ ಮೇಲೆ
ನಡೆಯುವ ‘ದಾಳಿ’. ಸರ್ಕಾರಿ ಭಾಷೆಯಲ್ಲಿ ಇದರ ಹೆಸರು ‘ಮಿಂಚಿನ ಸಂಚಾರ’. ಮಿಂಚು ವಿನಾಶಕಾರಿ,
ಅದು ಸಂಚರಿಸಿದಲ್ಲೆಲ್ಲ ಫಲವತ್ತಾದ ಭೂಮಿ ಬರಡಾಗುತ್ತದೆ. ಇಲ್ಲಿ ಆಗುತ್ತಿರುವುದೂ ಅದೇ.

ಇಲ್ಲೊಬ್ಬ ವಿಷಯ ಪರಿವೀಕ್ಷಕರಿದ್ದಾರೆ. ವರ್ಷಕ್ಕೊಮ್ಮೆ ಅವರು ಶಾಲೆಗಳಿಗೆ ವಿಶೇಷ
ಭೇಟಿಗಳನ್ನು ಹಮ್ಮಿಕೊಳ್ಳುತ್ತಾರೆ. ಅವರ ಭೇಟಿಯ ದಿನಾಂಕಗಳು ಬಂದವೆಂದರೆ ಕೆಲ
ಶಿಕ್ಷಕರಿಗಂತೂ ಜೀವ ಬಾಯಿಗೆ ಬಂದಂತಾಗುತ್ತದೆ. ಏಕೆಂದರೆ ಅವರು ಶಾಲೆಗೆ ಬಂದು ಬರಿಗೈಲಿ
ವಾಪಸ್ ಹೋಗುವುದಿಲ್ಲ. ಕನಿಷ್ಠ ಮೂರು ಸಾವಿರ ರೂಪಾಯಿಯಾದರೂ ಅವರಿಗೆ ಬೇಕೇಬೇಕು. ದುಡ್ಡಿನ
ಜೊತೆ ನೆಮ್ಮದಿಯನ್ನೂ ಅವರು ಕೆದಕಿ ಹೋಗುತ್ತಾರೆ.

ತಪ್ಪುಗಳನ್ನು ಕಂಡುಹಿಡಿಯುವುದಕ್ಕೆ ಪಾಥಮಿಕ ಶಾಲೆಯಲ್ಲಿ ಸಾವಿರ ಅವಕಾಶಗಳಿವೆ. ಎಲ್ಲವನ್ನೂ
ನೆಟ್ಟಗಿಟ್ಟುಕೊಂಡಮೇಲೂ ಈ ಮನುಷ್ಯ ಎಲ್ಲಿಯವರೆಗೂ ಕೆದಕುತ್ತಾರೆಂದರೆ, ಹಿಂದೆ ನಡೆದ
ಪರೀಕ್ಷೆಯ ಉತ್ತರ ಪತ್ರಿಕೆಗಳನ್ನ ತರಿಸಿ, ಆಯಾ ಮಕ್ಕಳನ್ನು ಸರದಿಯಲ್ಲಿ ನಿಲ್ಲಿಸಿ,
ಪ್ರಶ್ನೆ ಕೇಳಲು ಪ್ರಾರಂಭಿಸುತ್ತಾರೆ! ಇಂಥವರು ಒಂದುಕಡೆಯಲ್ಲ, ರಾಜ್ಯದ ಮೂಲೆ ಮೂಲೆಯಲ್ಲೂ
ಇದ್ದಾರೆ.

ಪ್ರತಿ ಶಾಲೆಯಲ್ಲೂ ವಾರ್ಷಿಕ ‘ತಪಾಸಣೆ’ಯ ನಾಟಕಗಳು ನಡೆಯುತ್ತವೆ. ಅಧಿಕಾರಿಗಳು ಬದಲಾದಂತೆ
ಲಂಚದ ಮೊತ್ತಗಳು ಬದಲಾಗುತ್ತವೆ. ಪರಿಶ್ರಮ ಪಟ್ಟು ಮಕ್ಕಳ ಏಳಿಗೆಗೆ ದುಡಿದವರಿರಲಿ,
ದುಡಿಯದವರಿರಲಿ – ಎಲ್ಲರೂ ಪಾಲು ಕೊಡಲೇಬೇಕು. ಇದೊಂದು ಮುಕ್ತ ಒಪ್ಪಿತ ಕಹಿಸತ್ಯ.

ತಪ್ಪು ಮಾಡಿದ ಶಿಕ್ಷಕರಿಗೆ ಜ್ಞಾಪನಾ ಪತ್ರ ಬರುವುದು ಒಂದು ಆಡಳಿತಾತ್ಮಕ ಪ್ರಕ್ರಿಯೆ.
ಇದಕ್ಕೆ ಉತ್ತರ ಬರೆದುಕೊಂಡು, ಜೊತೆಗೆ ದುಡ್ಡೂ ತೆಗೆದುಕೊಂಡು ಹೋದರೆ ಅಲ್ಲಿಗೆ ಆ ಪ್ರಹಸನ
ಅಂತ್ಯ. ಇಲ್ಲಿ ಮಧ್ಯವರ್ತಿಗಳ ಕಾರ್ಯ ಶ್ಲಾಘನೀಯ! ತಮಾಷೆ ಎಂದರೆ, ಶಿಕ್ಷಕರ ಆತ್ಮಗೌರವವನ್ನು
ಎತ್ತಿಹಿಡಿಯಬೇಕಾದ ‘ಶಿಕ್ಷಕರ ಸಂಘಟನೆ’ ಇಲ್ಲಿ ಲಂಚ ಕೊಡಿಸಲು ಮಧ್ಯವರ್ತಿಯಾಗಿ ಕೆಲಸ
ಮಾಡುತ್ತಿದೆ.

ಶಿಕ್ಷಕರಿಗೆ ನ್ಯಾಯವಾಗಿ ದೊರೆಯಬೇಕಾದ ಅನುಕೂಲಗಳನ್ನು ದೊರಕಿಸಿಕೊಡುವುದಕ್ಕಾಗಿ ಸಾಮೂಹಿಕ
ಲಂಚ ವಸೂಲಾತಿ ಒಮ್ಮೊಮ್ಮೆ ನಡೆಯುತ್ತದೆ. ನಿಕಟಸೇವಾಪೂರ್ವ ಅವಧಿಯನ್ನು ಘೋಷಿಸುವುದಿರಲಿ,
ವರ್ಗಾವಣೆ ಆದೇಶ ಪಡೆಯುವುದಕ್ಕಿರಲಿ, ಹಾಜರಾಗುವುದಕ್ಕಿರಲಿ, ಇಂಕ್ರಿಮೆಂಟ್ ಇರಲಿ, ಟೈಮ್
ಬಾಂಡ್ ಇರಲಿ – ಲಂಚ ಎಲ್ಲದಕ್ಕೂ ಕಡ್ಡಾಯ. ಇದು ಆಡಳಿತಾತ್ಮಕ ಬೇನೆಯಾದರೆ, ಸಂಘಟನೆಯದ್ದು
ಮತ್ತೊಂದು ರೀತಿ.

ಯಾವುದೇ ಒಬ್ಬ ಸೇವಾನಿರತನ ಸಂಬಳದಿಂದ ದುಡ್ಡನ್ನು ಕಡಿತ ಮಾಡಬೇಕಾದರೆ ಸೌಜನ್ಯಕ್ಕಾದರೂ
ಅವರಿಂದ ಒಪ್ಪಿಗೆ ಪಡೆಯಬೇಕು. ಆದರೆ, ನಮ್ಮ ಶಿಕ್ಷಕರ ಸಂಘಟನೆ ಹಾಗಿಲ್ಲ. ರಾಜ್ಯದ ಲಕ್ಷಾಂತರ
ಶಿಕ್ಷಕರ ಸಂಬಳದಿಂದ ಸಂಘಟನೆಗೆ ಹಣ ಕಡಿತ ಮಾಡಿಕೊಳ್ಳಲಾಗುತ್ತದೆ.

ಈ ಹಣ ಯಾಕೆ ಎಂದು ಕೇಳಿದರೆ ಯಾರಲ್ಲಿಯೂ ಉತ್ತರವಿಲ್ಲ. ಶಿಕ್ಷಕರ ಒಳಿತಿಗೇ ಈ ಕಡಿತ
ಎನ್ನುವುದಾದರೂ ಅದನ್ನು ವಿವರಿಸುವ ತಾಳ್ಮೆ ಇಲ್ಲಿಲ್ಲ. ಪ್ರಶ್ನಿಸಿದರೆ ಬೆದರಿಕೆ. ಇಡೀ
ಶಿಕ್ಷಕ ಸಮುದಾಯ ಅಧಿಕಾರದ ದರ್ಪಕ್ಕೆ ನಲುಗುತ್ತಿರುವಾಗ, ಶಿಕ್ಷಕರು ಸಾಮಾಜಿಕ ಹಲ್ಲೆಗಳಿಗೆ
ಒಳಗಾದಾಗ, ದೌರ್ಜನ್ಯದ ಕಾರಣಕ್ಕಾಗಿಯೇ ನಮ್ಮ ಶಿಕ್ಷಕರು ಜೀವ ಬಿಟ್ಟಾಗ, ಒಂದೇ ಒಂದು
ಪ್ರತಿರೋಧದ ದನಿ ಹೊರಡಿಸಲಾಗದ ಸಂಘಟನೆ ನಮಗೆ ಬೇಕೆ? ಅಥವಾ ಇದು ಇರುವುದಾದರೂ ಯಾತಕ್ಕೆ?

ಶಿಕ್ಷಕನ ಮೂಲೆಗುಂಪಾಗಿಸಿದ ‘ನಲಿಕಲಿ’
ಕಳೆದ ಏಳೆಂಟು ವರ್ಷಗಳಿಂದ ‘ನಲಿಕಲಿ’ ಎಂಬ ವಿಶಿಷ್ಟ ಯೋಜನೆ ಶಾಲೆಗಳಲ್ಲಿ ಜಾರಿಯಲ್ಲಿದೆ. ಈ
ಯೋಜನೆಯಲ್ಲಿ ಹಿಂದೆಂದೂ ಇರದ ವೇಗದಲ್ಲಿ ಮಕ್ಕಳು ಅದ್ಭುತವಾದ ಭಾಷಾಪ್ರಭುತ್ವವನ್ನು ಪಡೆಯಲು
ಸಾಧ್ಯವಿದೆ. ಆದರೆ ಇದನ್ನು ಮೇಲ್ವಿಚಾರಕರು ಮತ್ತು ತರಬೇತುದಾರರು ಹಾಳುಮಾಡುತ್ತಿದ್ದಾರೆ.
ಇಲ್ಲಿ ಮಕ್ಕಳು ಆಶ್ಚರ್ಯವೆನ್ನುವ ರೀತಿಯಲ್ಲಿ ಕಲಿಯುವ, ವಿಕಾಸ ಹೊಂದುವ ಅವಕಾಶವಿದೆ. ಆದರೆ
ಪ್ರಸ್ತುತ ‘ನಲಿಕಲಿ’ ಬೋಧನಾ ಪದ್ಧತಿಯನ್ನು ಶಿಕ್ಷಕನಿಗೆ, ಶಿಕ್ಷಕನ ಅನನ್ಯತೆಗೆ ಯಾವುದೇ
ಅವಕಾಶವಿಲ್ಲದಂತೆ ಮಾಡಲಾಗಿದೆ.

ಸಂಕೀರ್ಣವಾಗಿ ರೂಪಾಂತರಗೊಂಡಿರುವ ಈ ಕಲಿಕಾ ಪದ್ಧತಿಯಲ್ಲಿ ಮಕ್ಕಳು ಕಲಿತರೆ ಮಾತ್ರ ಸಾಲದು,
ಕಲಿತದ್ದನ್ನು ಅವರೇ ದಾಖಲಿಸಬೇಕು. ಇದು ಸಮಯ ಹಾಳು ಮಾಡುವ ದಾಖಲೀಕರಣ. ಶಿಶುಕೇಂದ್ರಿತ
ಪರಿಕಲ್ಪನೆಯೊಂದಿಗೆ ಜಾರಿಗೆ ಬಂದ ‘ನಲಿಕಲಿ’ ಪ್ರಾಯೋಗಿಕವಾಗಿ ವಿಧಾನಕೇಂದ್ರಿತವಾಯಿತು.
ಶಿಕ್ಷಕನ ಕಲಿಸುವ ಸೃಜನಶೀಲ ಅವಕಾಶವನ್ನು ಮೂಲೆಗುಂಪಾಗಿಸಿತು.

ಮೇಲ್ವಿಚಾರಣೆ ಎಂಬುದು ಮಕ್ಕಳ ಕಲಿಕೆಯ ಫಲಕ್ಕೆ ಮಹತ್ವ ನೀಡದೆ ಸಂಕೀರ್ಣವಾದ, ಜಟಿಲವಾದ
ಗೊಂದಲಮಯವಾದ ವಿಧಾನಕ್ಕೆ ಪ್ರಾಶಸ್ತ್ಯ ಕೊಟ್ಟಿತು.

have no such restrictions even most of  corrupted
