MATPOWER simply solves a power flow or optimal power flow. If you can specify
the inputs to correspond to whatever you mean by power flow in a given horizon
year, then the answer is yes. MATPOWER will not automatically set up such
inputs for you, but you should certainly be able to scale the loads before
running the power flow. See 'help scale_load' for more details.
