I recompiled 4.8.22 - there the enter key in the pulldown menues works
as expected.

GNU Midnight Commander 4.8.22
Built with GLib 2.54.3
Using the S-Lang library with terminfo database
With builtin Editor
With subshell support as default
With support for background operations
With mouse support on xterm
With multiple codepages support
Virtual File Systems: cpiofs, tarfs, sfs, extfs, ftpfs, fish
Data types: char: 8; int: 32; long: 32; void *: 32; size_t: 32; off_t: 64;

the output of 4.8.23:

Any proposals what I could post/do to further investigate this?

I deleted all previous source trees, copied out of the way all binaries,
re-extracted and re-build, but the issue remains.
However, its not a problem as hitting the hotkeys works.
Also, in the next days I'm going to build 4.8.23 on my linux box.
