Already ruled out (and maybe disconnected).

It turned out to be operator error: I had turned the ignition key to the
"run" position so I could move the transmission shift lever all the way
backward for clearance when I worked on the radio and had not moved the
transmission lever all the way forward and removed the key.

Now, the test lamp glows brightly for about half a second and then goes
out. The initial surge of current is about 1/2 amp -- though I don't know
if my Fluke 77 has enough time to stabilize -- but the final current is
low and varies continuously between 12.5 and 18.1 mA. (Note: 15 mA for
30 days is 10.8 ampere-hours, so it is quite low enough to officially
say it's not a problem.)

Now I need to see if I can connect the antenna and other things without
the current drain increasing -- and then continue on to get the car on
the road!

Is there some qualification for what BaT accepts for a listing?

As I've said before, the name of the site implies they are selling
junkers. Bring a Trailer because it's not drivable, etc.

But it's actually the opposite.

If I put a old high mile unrestored car on there will they decline the
listing?

In the Dec. 2013 issue of The Star (MBCA magazine) there was a writeup by a
guy who bragged on purchasing a 1984 300D for $4400 that was in Great Shape
and then turning it in to his local dealer to fix "all the little stuff".
The bill came to $4700 and BTW, he had other issues after that. Still, he
LOVES his 123 turbodiesel sedan.

This guy was not named "Floyd".
