I replaced the disks and pads on our '90 E300D and the pedal pulsing
stopped.

Can't say for sure, but that is the symptom of brakes that
were not properly "bedded".

Solution is to turn the rotors or replace them.  While the S123
rotors can be turn, replacement isn't usually very expensive and
is what Mercedes specifies.

Common knowledge of Benz rotors is that they do not turn.  Get fresh rotors and 
have the brake system checked out.  The rotor is not supposed to warp, so there 
is some other cause of the issue.

I actually found the wear gauge on an MB rotor just a year or so ago. Never 
knew they had them.  If you haven’t seen one it’s just a little crescent shaped 
cutout on the edge of the rotor wear surface.
