Could be any number of things. Something a competent mechanic would check out 
in a PPI. Could just need plugs, might have a marginal coil pack or failing 
plug wire. Misfires and the source of them should show up in the DAS. None of 
these are dealbreakers.

Hydraulics. Always check them. If they don’t work or are wonky, MAJOR discount 
or run away. This may be the reason for the price.

Looks nice for the miles, it’s a good model year (anything after 96 is OK). 
Where is the tow hook cover? (You can get replacements) What do the seats look 
like, as they’re noticeably absent in the pictures. Where is the hard top? Is 
the soft top in good condition? Why is the antenna up? Nice that they have the 
wind guard, as many of these disappear over the years, and it makes a 
significant difference when driving the car with the top down. Looks like 
someone put aftermarket projector headlights on it, as those don’t look like 
the OE xenons, I think. These aren’t common and were an option, so if they are 
OE that adds value, too, as the OE versions had self-leveling, too.

I have to believe that the price must reflect something they’re not disclosing. 
I’m not suggesting they’re misrepresenting the car, as it looks pretty nice, 
but the price is a bit low for the year, miles and condition based on the 
pictures.

If it’s something you like it it's worth checking out with a PPI if you go 
farther. Just realize that mileage in the mid to upper teens is what you’ll get 
out of it. Maybe into the low 20s on drives to the nuke plant if you keep your 
foot out of it, which will be difficult.
