You are correct. The sale of all new full automatic weapons is
forbidden to private ownership since the 1986 law took effect. Only
those owned prior to that date are permitted to be owned.

The resultant effect has been a huge escalation in value for those
guns. The $1,000 dollar full automatic cheaply made AK 47 now sells
for $12,000 and up, plus fees for license.

Production and sale of full auto continues to the military and select
police units. Not private citizens.  The "mini guns" you see on TV may
be "made for hollywood props" ?
I have contact with a manufacturer of the mini gun used by the
military, and I can tell you, it is tightly and securely controlled..
every part is accounted for under DOD contract. Federal inspectors are
on site full time.

Interesting fact:  If Chicago, Detroit, and NYC firearm murder
statistics were removed from the calculations, USA would rate second
from the bottom in worldwide number of firearm deaths.. I take note
that those three cities have the most draconian gun laws against
private ownership in the whole United States.. The conclusion can be
made that murderers prefer unarmed victims..

You still need a gun that was originally licensed before the 1986 ban on full 
autos.
I do wonder about the mini-guns I see on TV, must be some special licensing law 
there...

require rigorous background checks, formal training, and ongoing checks to
make sure things are not changing. Automatic weapons should only be had by
the military for war. They should not be sold to anyone with sufficient cash
and no obvious criminal record.
