Seldom happens, but it is also possible that the rack is stuck shut. However, on the 603, if the stop lever is up, i believe the rack can't be in the off position. If you take the side cover off the pump, you should see the rack slam into the full on position by the governor as soon as you start to crank. Keep your finger out of the rack. With key on, it will normally be in the run position, but run all the way forward when the starter is turning. Wild thought. Is the stop lever up and not "stuck down"?
